Demolition of sloping residential buildings has begun

On the evening of April 27, it was reported that the wall of a residential building in Kang'an Community, Daoli District, Harbin City had cracks, and the cracks were gradually increasing. Footage from the scene showed that there were obvious cracks on the outside of the residential building where the incident occurred, and there were signs of tilt on one side of the building. According to a situation report issued by the People's Government of Daoli District in Harbin on April 28, at 17:40 on April 27, Daoli District discovered during daily inspections that Building 10 in Kang'an Community consists of three independent structural buildings. One of the independent structural buildings is in danger of overall tilt (all residents of this building have been moved out in August 2022 and are now vacant). According to the on-site investigation, monitoring and technical judgment of the expert team, the safety of the two adjacent independent structural buildings was not affected; it was decided to demolish the independent structural buildings that were in danger.

On the morning of April 28, reporters from Upstream News saw at the scene that Building No. 10 of Kang'an Community was in danger of tilting. The surrounding roads had been closed and residents in nearby residential buildings had moved out.

At around 9 a.m., workers from the construction unit were conducting survey work, and there were many large excavators parked around it. The reporter learned from the interview that the walls of Building 10 in Kang'an Community suffered from sinking and cracking two years ago. According to previous media reports, in March 2022, building cracks, partial wall deformation, broken glass, etc. occurred in Building 10 of Kang'an Community. On July 27 of the same year, the official website of the Daoli District People's Government of Harbin City released information stating that after on-site settlement testing, the houses at Nos. 31 to 45 Kang'an Sandao Street in the district had great safety hazards. Businesses, people, and materials were evacuated urgently, and the area around the house was closed.

On April 28, an insider at the scene told reporters that the building was built in the 1990s and has eight floors above ground and a basement. In 2022, water leakage occurred in the basement, and problems with the load-bearing walls were discovered. Since the residents evacuated at the end of July 2022, they have been placed in hotels. Since then, each household has received a resettlement assistance fund of 1,300 yuan per month. "You can't cook in hotels for a long time, and life is inconvenient. Therefore, some of the evacuated residents sought refuge with relatives and friends, and some rented houses." The "Results of Structural Safety Appraisal of Building No. 10 of Kang'an Community" obtained by the reporter showed that the cause of wall cracking was: water accumulated in indoor pipe trenches in units four to eight and leaked outward, causing the project to The foundation is flooded, the foundation soil softens, the bearing capacity of the foundation is reduced, and the foundation foundation produces uneven settlement, causing the upper wall to crack. In addition, the "Appraisal Results" showed that the strength of the building's basement and the masonry mortar on the first to fifth floors did not meet the design requirements. A comprehensive assessment shows that the project is a masonry structure, and its super-high, super-storey, earthquake-resistant and other structures do not comply with the regulations. The structure is seriously damaged and its repairability is very poor, so it should be demolished.

According to the appraisal conclusion, the structural safety appraisal level of Building 10 in Kang'an Community is Dsu level. There are serious safety hazards. The safety does not meet the requirements and immediate measures must be taken.
